What is LUCA?
LUCA is an opportunity for local officials to ensure that the U.S. Census Bureau has an accurate, complete list of all addresses in a geographical area. It allows tribal, state, and local entities the opportunity to review and update the U.S. Census Bureau’s residential address list for their jurisdiction. The Census Bureau will rely on this list to reach all households in 2030.
Who Can Participate?
The highest elected or appointed official receives the formal invitation and can either represent themselves or designate a LUCA Lead to manage the process.
The Team: Leads can build a support team of city or county employees, interns, contractors, or volunteers.
Requirements: To ensure data security, all supporters must be registered and complete documentation through the lead.

The Three Step Plan
Groundwork & Education
(Now – May 2027):
Identify a LUCA lead for your jurisdiction, begin gathering your local address list, and access the U.S. Census Bureau’s current housing counts for your jurisdiction.
Registration & Review
(May 2027 – March 2028):
Formally register with the U.S. Census Bureau, sign the confidentiality agreement, and compare the Census list to your local data. Formal submission begins October 2027.
Verification & Feedback
(2028 – 2029):
Census Bureau will review your updates and provide feedback to ensure that every housing unit is included on the list for the census. Addresses not accepted by the Census Bureau can be appealed to an independent office.
